You need to serve notice as soon as they are legally late (when that is depends on the area). 

As someone who has served on a permitting board, I can tell you that a good relationship goes a long ways.

You should connect with @Brie Schmidt as she knows and understands the Chicago zoning laws, but my gut instinct would be that you would be better served looking into a duplex down scenario.

But I have not been able to find any auction that would serve this purpose.

The good news is that it will still serve as a house hack when we move, as there are multiple units on the property.Our concern is that it is in a high fire prone area.

I understand why carriers associate Condo/PUD construction with greater liability risk (I am sure being based in Philadelphia, a jury friendly city doesn't help either) but curious which carriers others are finding to price coverage without this exclusion and also price the coverage competitively.This also serves as a reminder to review the coverage when you hire a GC for more substantial or unique construction assignments. 

If I were down there I would think about setting up a food truck or 10 or 20 and serving breakfast burritos 24 hours a day with some good hot coffee.Just my 2 cents.

If my memory serves, I worked on this a year or 2 ago and ran into this wall. 

If you don’t have a liquor license and you are serving/providing, it could be an issue if someone is hurt.
