House is worth about $45k on paper and $25k cash, neighborhood is not the best but in my research anything otc is not going to be in beverly hills and those houses hardly ever go to a tax sale and when they do it goes for almost retail...

My point is, you ought to have it in a contract, to minimize this type of issue.What are the market rates (you don't say where the house is) so anyone elses opinion of "value" is irrelevant without knowing the market - is the house in Beverly Hills or Detroit or somewhere in between?

You should screen a person in Englewood on section 8 the same way you would screen a market renter in Beverly.
