I would add that the problem extends beyond Class D properties.Twice I rented B class rentals to Section 8 residents.

Given these circumstances, I believe there may be grounds for a class action lawsuit against these companies, and their owners.

Similarly, if you put several Class D tenants in a Class A 4-plex, what do you think will happen to the property?

Is it a Class B property now when it used to be considered Class C? 

I would love to get my hands on some fixer uppers in Baltimore, but it's not in the cards right now.

I don't charge renter's insurance for my lower class properties.
