I went back to MD Judiciary case search and entered Glenmont Hills Associates as a company to bring the case back up. The section I quoted was from 2006.  It looks like they then went to the Court of appeals for the court of appeals. In 2008 they wrote a lot of legalese that I have trouble following. They reversed the circuit court and held for the Commision on Human Rights, which sounds conflicting to me.  

There have been several attempts to pass legislation prohibiting discrimination of income since then, and they all failed.  I try to be active when the General Assembly is in session.

Here is the text from the ruling in that case.  I think is says Section 8 can't be imposed, but it is in legalese.  

MEMORANDUM AND ORDER OF COURT (THOMPSON, J.) THAT COURT FINDS THE RECORD SHOWS APPELLANT HAS PRESENTED LEGITIMATE, NON-DISCRIMINATORY REASONS FOR ITS REFUSAL TO PARTICIPATE IN THE SECTION 8 PROGRAM. THE WEIGHT OF THE EVIDENCE SHOWS THESE REASONS TAKEN TOGETHER CONSTITUTE AN UNDUE BURDEN, AND NO EVIDENCE HAS BEEN PRESENTED THAT SHOWS APPELLANT IS USING THESE REASONS AS A PRETEXT FOR A TRUE DISCRIMINATORY INTENT. THE WEIGHT OF THE EVIDENCE SHOWS THAT APPELLANT PARTICIPATES IN SEVERAL GOVERNMENTAL ASSISTANCE PROGRAMS AND HAS SEVERAL LOW-INCOME TENANTS. THE BOARD'S FINDING THAT APPELLANT ENGAGED IN UNLAWFUL HOUSING DISCRIMINATION IS CLEARLY AGAINST THE WEIGHT OF EVIDENCE. Previously in this long post I believe your mentioned that Maryland prohibits discrimination for source of income.  They tried to pass a law to this effect in 2014, but failed. (HB1098)

They tried this in previous years, and no doubt will try it again.  People need to actively work with their representatives to let them know their concerns.

The two common ways I know of dealing with locks are the kwickset locks, and landlordlocks.com.  You can change the locks out yourself fairly easily, as long as everything fits up tight.  The one drawback to the Kiwkset locks can be seen if you search them on youtube.  They may have corrected the problem since video was made.

Also landlordlocks can make it much harder for tenant to rekey locks or make extra keys for their "subletees".

Do the 9 doors all need keyed locks?  Maybe you can change them to just open from the inside, or simply not issue a key to that door.

There are a lot of topics on locks here.  Have some fun with search.

I'm not going to put anytime in responding to a rant.

I doubt he is here to benefit from our experience, and his point of view adds nothing to my knowledge, other than pointing out what a bad tenant might sound like in a chatroom.

Forgive their debt.

Send them a letter stating you've forgiven the debt to the last know address.

Then file a 1099C, Debt forgivness, with the IRS...  They will treat it as income and tax them.

(You may actually need a judgment, but only if the IRS questions the issue.)

George: If you paid a contractor over 600 you need to issue a 1099-MISC. There is a Jan 31 deadline.  I use expresstaxfiling.com to generate the forms, as the IRS is very picky about scanning them.

1099C is for bad debts.  An unpaid judgement is a bad debt.  I do not see why a landlord would not be considered a creditor that is owed a sum, follows their procedure to stop efforts to collect the debt (>$600), and files a 1099C.

Well, as a Maryland investor, this is really amusing.  We are way ahead of the country on this issue, because we have attorneys that are eager to teach you about the hazards of lead paint.  That is the cost you need to protect against, if you need something besides preventing lead exposure in a child.  Law suits are being filed for exposures that happened 20 years ago here.

The correct data for Indiana is: 2013 population under 6yr 522,074, number tested 50,182, number positive 295.  Your state info is at http://www.cdc.gov/nceh/lead/data/Website_StateCon...  The interesting information is the exposure in 1997 was ~900.

Glad to see everyone else is catching up.  X-ray spectrometers are coming to a neighborhood near you.

Greetings Elke:

Welcome to investing in Maryland.  Our state slogan: "If you can dream it, we can tax it."  You will have a business entity tax of $300/year, and a tax for the rain on your property.  Make sure you understand the lead paint law in MD.  Properties built prior to 1978 must register with MDE ($30 reg, ~$300 to inspect,).  If not lead free you can be sued 20 years later for an exposure.  I know people that owned a property for as long as it takes to sign the deed at a double close that were sued for lead paint exposure.

Many of our smarter investors invest outside Maryland, for rentals anyway. If you still want to look for property here, franklymls.com is a great website to search properties on the MLS. (Read the info on advanced searching.) Check the Baltimore REIA website for general information. We have lots of wholesalers, just know what you are buying. This meetup group http://www.meetup.com/BwiMeetup/ puts out a daily email from members with various requests/deals. (change settings to get daily instead of individual emails.)

Finding the next Federal Hill or Canton area is not easy.  I don't see Owings Mills as an area for rapid appreciation.  (There were a lot of foreclosures there so there may be deals to be made.)  I think the tenant pool for $250k rental property is small. (Rodgers Forge?, near Towson which has some major growth plans.)

Talk to a CPA about a 1031 exchange. You want to line up a property to buy at the "same" time you sell.  (There is a limited window of time to complete the transaction, ?~90 days)
