It is highly variable. I've found that if you pick up the phone and start making calls with determination, you can get answers. Some zoning is more soft than others.

It takes a lot of experience to do effectively and there are many pitfalls. If you're just starting out, try to find a partner who has a lot of development experience.

Life long Indy resident. 

Indy's laws/culture have traditionally been landlord-friendly, and I don't see that changing even with lots of outside capital buying up property. It's possible that a few municipalities will pass limitations, but there will still be many markets to invest in in central IN.

When looking at Zestimates, you have to think of it as a large paint roller - not a fined tuned brush. The algorithm pumps recent comps, sq ft, and bd/ba into an algorithm and spits out a number. Sometimes it can be accurate if the houses in the area are homogenous, but much of the time it's way off because each individual property is different. 

Good for getting a "feel" of the price, but you will always need to dig a little deeper to get an accurate number.

This is a great idea, especially if you're able to leverage FHA debt with a duplex. And yes, if you move far enough away (outside of commuting distance) then you can get another FHA as long as you don't have another one.

As this is your first deal and you're time-constrained, I would recommend not buying a property that needs a major rehab. It's a significant time investment. If you can find a positive cash-flowing property not needing a major lift that you can house-hack, that would be an incredible first step.

What's the number 1 rule of investing? Don't lose money. 

Cash flow is king and the greatest asset of multifamily real estate. If you hit a downside market and have trouble increasing the NOI and occupancy — you're going to have a lemon on your hands.
