If you're still looking for a builder, check out NW Ventures. They've done a bunch of rehabs, additions, and full complexes. 
I work with Tim Hoss over there, he's super responsive and thorough.

They also built the 13 Dekum complex, there are a bunch of pics on Google.

They have a separate arm of the business that handles property management also if you need it.

For transparency, my employer works with them for their website development. I just happen to have my own rentals and have been really impressed with their work. I've had my share of bad GC experiences, so getting to know Tim personally and seeing his client's feedback has built up my trust in them.

Thanks @Randy Johnston and @Jay Hinrichs. I've been wanting to pick up a few more in NoPo/Linnton but I guess you're right - time to look further out!  

Welcome @Javaughn Fernanders! You might find it tricky getting in to owner occ multifam, particularly if you are doing FHA to get into your first couple of properties. My last handful of offers on multifams were $25k-$35k above asking and I lost out to all cash buyers who offered less. @Randy Johnston and @Jay Hinrichs, any advice on making owner-occ financed offers more attractive/competitive against all-cash buyers here in Portland? @Randy Johnston

On @Neal Collins' comment - and thanks for clarifying for me @Account Closed - I should have been more clear, obviously we don't accept apps in the order they are submitted. Definitely agree with you on the "thin line" between selecting the most qualified applicants, and giving an impression of preferential treatment. That's why we're looking for a system that has some submission/approval tracking built in.

When you say "when we do have an applicant selected, we will have them pay for background and credit check fees" what are you using to decide to "select" that applicant? Are you checking their references, etc. prior to getting the screening? That seems like much more admin time and phone calls - vs. running credit checks/background screenings one at a time, in order, and then checking references for the first or second qualified applicants. I'm curious to know if more landlords do it this way. Thanks Neal!

Thanks for chiming in @Nathan Miller. I checked out Rentec - that's some pretty competitive pricing! Does your platform allow landlords to collect apps and either hold or process app payments and refund the fees from applicants who aren't considered?

@Chris Herbert - Holding deposit - smart! I haven't seen that in the rental market up here but I do remember seeing that when I lived in LA. I'll have to explore that more, as well as Buildium's options. Thank you!!

@Sue Kelly Thank you so much for your input! I work in web development so the actual setup isn't a hassle at all - I'm looking to automate the payment processing and also the follow up for those who applied who won't be considered (and refund, if appropriate). I do like the concept of being able to prove the order in which I processed - you make a great point there. Thanks!

Congratulations, Christina! Smart move :) Don't shy away from ugly houses - buy for the neighborhood. Look for areas where you can see economic improvement. I look for new co-ops and organic grocery stores - I'm not organic or a foodie, to me that's a good sign of people with disposable income moving in to that area. Get the most units you can possibly afford out of an FHA loan if it's your first loan. In the right neighborhood, an ugly triplex is a vastly better investment than an adorable duplex, you and your new partner can put in a little elbow grease and build that sweat equity. Happy hunting!
