I happen to come across a loan that charges 4% fix, is it too good to be true?

Also, one of the terms is: "Borrower are to provide processing fee of the loan amount upfront after pre-qualification prior to Approval which is to be refunded at the closing of the loan.", is it a normal practice?

Hi all, anyone has lot subdivision experiences? I want to buy a property that is large enough to subdivide it into two lots based on my research. I will go to the county planning office to check the requirement, but Who else do I need to consult before committing myself into this purchase? Thanks in advance
