Does this apply to California? 

I read that California conforms to the penalty free withdrawal, but does it conform to the rule of spreading tax over 3 years? Does this apply to both CA state tax and Federal tax?

Hi Everyone,

I'm from the Bay Area looking to purchase my first investment property in Sacramento to take advantage of the current low interest rates.

Any experts in this area out that can recommend some good neighborhoods to look in? I've been looking into duplexes, but curious to see what everyone's opinions are on SFH and triplex/fourplexes as well.

Also, has there been any impact in the Sacramento market due to Covid-19? Are there any reasons not to buy within the next few months?
