When building a duplex and i'm the GC do I need an engineer to be involved or can I just get by with an Architect stamping off on my plans and making sure they are up to code?

I have a property in my personal name in CA. I have a management company LLC in VA can I just have my tenant pay my Virginia LLC the rent charge myself a management fee through the LLC then pay myself through the LLC? This should be ok right? My concern really is that the LLC is Virginia based and the property I own is in CA. I"m just trying to build cash flow into the LLC to make additional investments. Any feedback would be helpful! Thanks!

I'm looking to maybe purchase a property as a buy and hold rental or potentially flip something. I'm just trying to learn more about the Kansas City, MO or Raytown, MO market? Would anyone be able to provide me some market info on these areas?
