I want to thank everyone that contacted me and reached out. The owner of the home wants too much for the potential opportunity and isn't selling based on what it's actually worth. It needs work and he's trying to sell it like it has already had the work done. The OR-1-1 was complicated, but due to an easement on the property it made it not the best deal to do development down in that area either. 

@Matt Devincenzo I really appreciate you and the time you spent with me on the phone and over email. Definitely showed your willingness to help. As I seek out other properties - you will be the first I will turn to for business.

@Matt Devincenzo, do you know anyone that can interpret municipal code? I will try to call the city again tomorrow and see if I can get through to the right people in order to figure that out.

@John A Murray thank you for your reply. I hadn't heard of JADU mostly just ADUs. 

And surprisingly after doing some deeper research - the basement is permitted addition, but was not permitted as a secondary apartment just an extra space. I got a copy of his diagram for it as well. Took a picture of it. It's not exactly like this the laundry room does not open this way and instead opens to the outside. The storage area is actually the bedroom. 

However, a JADU needs to be 500 sqft or less. And even as is it looks like it may actually be closer to 600+. The washer and dryer area is actually separated to a common opening so no door going to it. 

Sounds like I need to wait and see from the surveyor if the land is capable of an ADU before touching the basement JADU space as that would potentially be quite a bit more cashflow.

I'm just trying to figure out what OR-1-1 really means.. my understanding is land you cannot really do anything with.

I found a property that is partially in an Open Residential Zone (OR-1-1) and I was hoping to an add an ADU to this property. Was thinking due to size of the house could easily be 900sqft 2BR detached, but I have no idea what the OR-1-1 will deter. And the land has a pretty good grade so I'm not sure if it will be allowed on that account as well.

Not to mention the current owners seemed to have added a room to the basement with a bathroom. I believe this is not a permitted room as the realtor kindly mentioned as benefit, "it isn't included in the square footage." I don't know until I speak with someone, but I'm curious to if this would prevent the ability to add a detached unit. 

Any advice/contacts are greatly appreciated!
