 I agree with your comment about too many attempting to operate without a clue...goes for both sides of the fence.  

As it stands right now, 15 pages of wholesalers stating their "opinions" and licensed RE professionals stating their "opinions".  I guess I respectfully disagree on if the horse is dead or not :)  I've yet to see any actual lawyers or regulators enter this conversation and I'd rather hear it straight from the horses mouth.  No more horse puns for me!  :)

 That's very disappointing that it doesn't provide eviction reports.  Evictions are a major deal breaker for most landlords.  This doesn't seem like much of a deal if now a landlord has to pay additional money for a screening company that provides national eviction reports.

Last time I listed this house for rent, I tried several different avenues; craigslist, San Jose Mercury News, and another avenue that I don't remember.  The only one that returned any results was craigslist.  I didn't list the address, just general area (south of Santana Row).  When people responded, I gave them the address and appointments to come by, all on the same day.  The one thing I'm going to do differently this time, is pre-screen applicants before inviting them to view the house, as discussed in at least one article on this site; that sounds like a simple process.  And I'll renew my account at SmartMove, that was a really simple way to handle a final check of prospectives.

 I started using a pre-screening questionnaire that I email to them.  This saves a lot of time and has worked out well!  You can set one up through Google documents...very easy!

 Don't be fooled.  I had a similar experience as @Brandyn Duff.  They give you the run around, a million excuses and just keep saying "they're looking into it."  What they're really saying is that they hope you just give up and stop calling them.

 I had a very similar experience with Smartmove as well in Hillsborough County.  The criminal record showed two records and when I went to the county website, I found 12 records.  In another case, I had the applicant tell me they had a criminal record and when I ran the report, nothing came back.

I've contacted TransUnion multiple times and just get the run around.  I'm not sure why I would pay for a service that can't provide information that I can Google for FREE!!

We have certain properties where we have waiting lists and always receive multiple qualified applicants when a unit comes available.   Of course, we have the other kind of unit as well - where you put out an advertisement only to hear crickets.   It's the location.

In the area where we have the oversupply of qualified applicants we will first try to redirect them to another {soon to be} available unit of ours.  We also maintain good communications with other landlords in the same neighbourhood and will send our overflow to them  [It builds good relations and we have first option on a couple of properties as a result].

 We refer to other landlords in our area too.  Applicants have been very happy that we take this extra step in assisting them with finding housing.

 Because the chances of someone having a clean record prior to renting and then becoming a felon and/or sex offender is pretty slim.
