I'm familiar with Riverside County Code Enforcement, the officer that is assigned to the case should be willing to work with you but I can tell you that they move quickly on vacant land violations.

While the county won't give you a list of contractors in the area (it could be construed as an endorsement), if you still need names of contractors in the area, I can try to get those for you.

If the officer working on your case isn't being helpful, I can also give you names of supervisors in that particular office (if it's the county, not the city).

There was a contract on paper and yes the statement of shares is in the contract also. (the contract is online at the previous link provided) We are alleging that the contract was induced by fraud.

We have compiled a 3" binder with all the research I have been compiling on Moya, that I was told more than proves our case, and I was also told that it is all admissible in court. Even the DA was impressed with how organized our case was. However, none of this gets our money back - at this point, our main focus is to expose the truth and protect others from being in the same situation.

I'm not sure how the authorities will deal with this but we are committed to seeing the civil case to the end. We were willing to settle out of court (we even offered a payment plan) but it just didn't work out.

Interestingly enough, we are still neighbors.

You may type in Moya for the last name and either Gino or Humberto for the first name and our civil suit against Mr. Moya should come up. Our case number is RIC 502377. If you search by case number, just enter the numbers only. Then you may search the complaint filed fast track for images and it allows you to see the whole complaint.

We also filed complaints with the Riverside County District Attorney's Office as well as other investigating authorities in CA, WA and NV.

I don't mind sharing our experience. We made a lot of mistakes but hopefully others can benefit from our loss.

We are alleging the following:
We met Humberto Moya (Gino Moya) when they moved into our neighborhood. We went over with brownies and introduced ourselves. Our families became good friends and of course we inquired of each other's occupations. The Moya's told us how 'Gino' was an investor with a successful corporation as well as being a pastor with a master's degree - Vanguard University. He certainly lived the part, nice house, expensive cars, private school for their children, vacations, etc. We had no reason to doubt them.

After a while, Gino approached my husband regarding a possible investment that involved converting an apartment complex into condos. Mr. Moya told us that his corporation already had a real estate contract with the current owner holding the note. My husband went to WA with other possible investors to see this building as well as another building that Mr. Moya had allegedly already converted. We met the owner and everything seemed legit.

Mr. Moya had his friend, Alfredo Padilla of Mission Home Loans come to our home to help us secure financing and Mr. Padilla gave 'Gino' an excellent reference; telling us how he had been involved for years in Mr. Moya's church and how Gino has never disappointed an investor yet.

We were told that we couldn't be on the title as the titles were already in the process of being converted. After a while Mr. Moya then began to mention 'an unstable housing market' and we pressed him about when we could begin to fix up and sell the condos. He continually reassured us that the conversion process was almost complete and we would be ready to fix them up to sell soon. This dragged on for months. Then, Mr. Moya told us that he was forced to sell the investment and relocate our investment to another city. We asked for documentation and he kept promising us that he would have it soon. He told us that our project had incurred huge losses that we would have to absorb BUT...
if we would sign on a new loan for a 1.5 million dollar project, then he was confident that he could recoup our losses. We declined and this is where it goes from bad to worse... We eventually found out that Mr. Moya nor his corporation ever used our money to complete the purchase of the building in question, nor will he show us how he used our money.

I have a large list of possible investors and I have been in contact with some of them. Mr. Moya kept promising us that he would give us payments and make this right but it is our opinion that it was just more stall tactics.

We finally decided that he was not sincere and we turned Humberto Moya aka Gino Moya over to the authorities.

We are still neighbors...

We invested $160,000 with him and we have a notarized contract that these monies were to be used as payment for a specific property but we are alleging that he didn't use our money as promised. Despite numerous demands for payment and requests for documentation pertinent to our investment, we still have not been paid back, nor has he shown us how he used our money.

We were forced to turn him in to the authorities and hopefully they will prosecute him to the fullest extent of the law.

I'm not sure if anyone remembers but I am the one that posted regarding my investment with Gino Moya (Humberto B. Moya) of Creative Development Network, Inc. (our neighbor and supposedly a pastor with his master's degree in psychology - Vanguard University). At that time I suspected fraud. Well, it's been months now and I just thought I'd give an update.

These are only allegations until proven in court. To summarize, we entered into a contract with Humberto Moya aka Gino Moya aka Beto Moya of Creative Development Network, Inc. We took out a loan against our home and wired $160,000 to the bank account of Creative Development Network, Inc. Our notarized contract stated that these funds were to be used as payment for a specific apartment complex. We were to be partners in converting these apartments into condos to sell. Our contract also mentions that we were to be receiving shares in his corporation.

Update: We found out and are alleging that Humberto B. Moya never in fact used our money to purchase the apartment complex. Despite numerous demands for payment, and requests to see documents pertaining to our investment, we still have not been paid back, nor do we know how Gino Moya (Humberto) spent our money. We are also alleging that Mr. Moya isn't registered to offer securities, but that is for the authorities to determine, not us.

We were forced to go to the authorities and we are also going to be filing a civil suit against him, if only to make this matter public to spare others from the agony that we have had to endure. Actually we have had several amazing breakthroughs today. It seems that God must want him held accountable. I suppose a person can scam investors, lie to his wife and family but he can't lie to the Lord.

With the way that things are happening, it has to be nothing short of miracles. I wish I could elaborate but my neighbor has been reading my posts and I don't want to give away specific details.

I suppose that in anticipation of legal action, our neighbor has already retained a defense attorney. The attorney called me and told me that this guy didn't have any money to give us and he admitted that he 'co-mingled' funds and offered us shares of his corporation and future anticipated profits. NO THANKS!

We're out of pocket over $150,000. If we can't retrieve at least a sizeable portion of that, then he can deal with the consequences, (hopefully jail).

And, for now I am holding off the press. I shouldn't have opened that door. Not to protect my neighbor but I could actually shoot myself in the foot. At the right time, I'm sure there will be a local spread. Seems everyone is eager to tell my story. I suppose with the details, it makes for a good story.

I'm holding out for Dateline or 60 minutes (LIKE THAT WOULD EVER HAPPEN) :lol: But in all honesty, I did email them.

Hi All,

Some of you might remember my posts regarding alleged investment fraud in the amount of $160,000.

Well, I am finally turning everything over to the DA's offices as well as filing various online complaints to anyone that will listen. Does anyone have the links to submit an FBI white collar crime tip?

In a nutshell, we wired $160,000 to a man representing his corporation and we have a notarized contract stating that these funds will be used for a specific bldg. For months this guy (a pastor) told us that these apartments were in process of being converted into condos for us to sell.

However, he never in fact owned them. Several attorneys believe that we have a strong case for fraud. He refuses to give us any documentation pertinent to our investment nor has he paid us back.

Any other ideas on who to submit a complaint to? And, any thoughts on going to the media? I am holding off for now, but I have an editor that would like to learn more of my story.

Well, just an update. We found out that the it is a little worse than we had first believed. He never actually used the money that we wired to his corporation to even purchase the apartment complex. He lied to us for months and told us that it was in the process of being converted.

We are gathering all the title documents as well as witness statements and I think we found a lawyer to take it on a contingency. My friend is a corporate attorney but he represents the big dogs and all he can do is lend me advice. It is very good advice though.

I think that this guy thinks I'm bluffing, but I'm not.
