OTR is a great area on Cincinnati. Yes, there is a potential: but only for "buy-renovate-rent+hold" strategy. The shells are just the shells - you have to put everything new. Disclaimer: I am renovating in OTR. I have mixed feelings: sometimes I think that I sit on a gold mine, sometimes I think it was a bad decision to buy in the first place.
