What’s the best to build connections in other states where you want to build out your portfolio?  Since your not on site my fear is the risk in finding the right people that will be honest with you.

By far the best way to scale if you don't have a lot of cash is to house hack. FHA loans go up to 96.5% and many local banks will finance up to 95%. If you're willing to live in in one unit, you can buy up to a fourplex.

Another possibility would be to find a passive partner. (Usually for someone without a lot of experience, family or close friends are your best bet.) They put the money down and you do the work (finding the deal, overseeing rehab, maybe management) and split the equity. You can do the BRRRR method too with private loans, but in this market, that's pretty tough.

I’ve read about the house hack but don’t think that’s in the plan since we just built our current residence. 
Our current property you can say is a BRRRR method so looking to see what's the next options.
