New ADU Laws clearly allow ADU's to be built on lots a single apartment building

But can multiple ADU's be built on a lot that has 3 separate detached small houses on one lot?

We want to add a garage to a 4plex but the city has re-zoned the lot to SFR use and says our property is legal non conforming so we are not able to expand.

i think a garage is an accessory that is consistent with accessory's for a house,  so it should be OK to my thinking, 

Is there a tact full way to approach the city with this?

Looks like a total of 3 new ADU's are possible.

1. How many ADUs can be added to an existing duplexes in a city that has not adopted development standards?

We asked the city what we can add, they refereed us to: SB 881 for development standards.
