Assigning the lease is always better if allowed to so that you can avoid penalties. I think  buying in Cleveland is a good idea to build equity and investment.

There are programs available to foreign investors the primary requirements are 35 to 50% down and an LLC, which can be setup in a few days.

I think Parma is a good area to invest in.  That market seems to be in demand.
