Wow! Thanks. I was surprised  about the 4% too. 

When I thought of buying land years ago the going rate was 12% for land....

I am considering buying land for my own home, and I found a HM lender on FB.  I can share the 'details' but  I am concerned because he won't answer my questions directly, he answers with a question... a power play? I can get 4% for 20 years - but I am unclear of a 'Prepayment Penalty": his 'contract'  :

{5} Note:The borrower will be responsible make an origination fee 
PLEASE NOTE:this is the only fee expected to pay for this transaction to have your loan transferred to you as soon as possible by the bank transferring bank to your bank account, or which ever way you want your loan to be transfer to you If you fully agree on this terms and condition.
Do you agree with the above terms and conditions? ---------------  when I asked him if there was a Prepayment Penalty, he replied " see #5. ------- Thanks for any council.. single and need a 'helping hand' on my first purchase as a single.
