Can anyone give me some tips or something to read on how to "legally" raise private money outside of friends and family

I have an off market property. The seller is the son. His mom still lives in the home and the son does not want to sell the home until mom passes away. What are some ways i can go about locking up this property without actually paying for the property at the moment?

I have a home in Northwest DC that i need funding for. The home is listed for 1.6 million but i can negotiate that with an all cash offer. The home will be used as an Airbnb. It is a 3 level 2 unit home. Each unit has its own entrance and 2 beds 2 baths, and full kitchen. Lower level has another separate entrance and its own patio.

The home can rent for 1000 a night. This home can net anywhere between 20-40K a month. This is just on a 15-20 day occupancy. Property taxes are just 9000 a year. Home is half a mile from the famous Dupont area and a block from the famous 14th st area. Walk score of 97 in this neighborhood. This home has a 20% cap rate with an all cash purchase.
