We'll continue to try and convince them it is in all of our interests.

Property is Austin Tx. 

Neighborhood is all Duplex, so I have different owners/PM's on sides and then the back as well. I own both sides of mine. All fencing is connected/shared. In my opinion, it benefits both parties. 

The fences are all configured the same. Starts on side and near the back of the house and makes a contained area for the back yards only. Most of side and all of front yards are unfenced. 

1. How do we determine who "owns the fence"?

2. The fence is in poor enough condition that animals (dogs) can frequently get through if not for the patch/obstructions placed over the gaps.

I'm having an issue dealing with the surrounding owners/PMs. Our fence is in need of replacement but they are unwilling to commit and move the ball forward. 

1. Is there a legal lever to get them moving on this?

2. If not a legal approach, then another tactic?

3. Since they are hesitant, I'm concerned about being left holding the bill. Any suggestions on how to work with vendor on splitting the bill ?
