As the title suggests I am looking for a motivated, English-Spanish speaking property manager. 

I have tried 2 agencies in the RGV area and have had bad experiences.

I currently have 2x four-plex's and would like to acquire more in the future. The only real stoppage is the low quality of management in the area. 

Full disclosure, I am not willing to work with another agency. Ideally looking for someone with experience in the industry and interested in going on their own or someone already operating independently. I am open to someone that's green as well, but definitely prefer experience.

I'm not in a rush but I am motivated to get the right team together, as I truly believe in the RGV area, especially considering the resiliency shown during the 2008-2012 era.

There are a lot of stipulations in the agreement that overly protect the PM company and not so many to protect myself. Hoping to confer with an expert to manage my expectations and/or confirm my current thoughts. It's a 12 page agreement and I've read through it 3 times, the PDF has my comments listed on it already. If anyone from Texas or if possible more specifically McAllen, TX would be willing to walk me through this instance. I would be very grateful. I won't bore you with the full details here, but for those interested in helping I will divulge as much of the story as you would like to hear.
