12k is a calculated estimate, based upon the fact that I recently was renting a 1 bedroom that just went up to 1500+, after moving out I couldn't find one under that and most 2 bedrooms I've researched since are averaging at least 2k. In addition with the improvements in regards to the additional exterior entries to the basement units, i think that's absolutely doable at least.

Definitely look more into the property tax to make sure it's accurate, any advice on how to do that most efficiently ? I'm assuming the mortgage might change depending on my specific loan terms, but the PT and mortgage % are both listed where I found this listing initially.
