@Jerome Keizer USAA has already pledge to give those effected by the shutdown their normal monthly checks. You could refer the tenants to USAA and they may be able to help.

Stillwater, OK looks like great place to invest in either single family or multifamily homes. What are your experiences or advice for securing the right property in this market?

Is wholesaling vacant land a standard buisness plan?  The way I see it is, the entrance to start is lower versus buying and trying to sale quickly.  Is there anything that I'm missing with this basic concept?

Im building my buisness plan currently. I want to focus on vacant land owners who are deliquent on their taxes.  In my area there is a string of homeless people who move from place to place.  If they begin to stay on a land that I purchased, do I need to go through an eviction process, or is there another way to deal with it?
