Post: What Can I Do With (Or Maybe Who Can I Market To) All These REO's???

I'm a realtor and I'm currently marketing to expired listings. As I go through the listings that have expired on MLS so many of them are bank owned properties.

1st Question: If I want these properties do I go straight to the bank and ask to list them?

2nd Question: Do I try to strictly market these properties to investors?

These seem like elementary questions, however, I'm baffled as to why these properties have been on the market so long.  According to market trends (and recordings) in my areas investors have been picking up any and every property that is standing (and some that are not) so if thats the case why are so many of these properties available, expiring, and being listed 4 or 5 times and still not being sold.

Hoping someone can shed some light.
