we use the smartphone for move in / move out videos and we take 150-200 pictures of the property each time. That is how we determine the security deposit disposition. Along with an itemized list of what we will charge at move out that the tenant has to sign along with their lease (if you would like a copy just let me know). 

You can upload the videos to YouTube and picts to Picassa for free if you don't want to worry about data storage issues. 

We have over 400 homes and works great

All the properties I personally own are here in Houston Tx where I Live.  Although we manage over 400 homes and 50-60% of all of our owners live out of state and many out of country. 

It's definitely possible, just remember it's a business and if you can partner with the right team it should not matter where you live. I look at it like when someone buys a stock or mutual fund they don't look to see where the company is based or what part of town they are in, they base it one numbers and return. Same theory applies to a certain extent. Let the numbers help dictate where you invest and then find a team to help realize that business plan.

I would contact the state regulating board and file a compliant. But before you do this you need to make sure per your contract and state laws you are correct and what the law requires them to do. 

You could start with a certified letter with strong wording about your next step.

I would caution you to be very careful over 50% of fair housing claims filed last year we for disability. I would look up fair housing.gov and see what you are responsible to do.

Last thing you want is to get caught up on the wrong side of this law.

Go to NARPM.org you will find accredited professionals. That is probably the best place to go to look.

The simple answer is don't use them anymore. This is the quickest and easiest way to get sued. 

Take it as a lesson learned and you didn't get sued.  We make our vendors sign an agreement stating they won't sub out and that anyone walking on the property is insured that they have to sign.

Weeds out the ones that may try it, definitely not  fool proof but it's a start.

We use Acutraq after doing much research, alot of managment companies use them and are very happy with them.
