I have yet to find anyone ever willing to do HELOC on investment property but if you do find one please send me the info.

3% is prevailing on public listings (think LoopNet) but that is on a stable complex without a lot of deferred maintenance or other issues. I personally wouldn’t buy anything less than 8% for investment purposes. Hopefully you were asking so you would have a good handle on what your terminal rate might look like. As interest rates across the yield curve increase, expect cap rates to expand as well and get closer to historical average of 4-6% in Austin.

Part of maintaining your legal responsibilities is to treat everyone the same. Either require the background check (my suggestion) or don’t but be consistent or you are opening the door for a discrimination claim.

MLS# 6050295 is a 1% deal and it was listed on the Austin MLS.....$200k and $2100/mo in rents.

What price makes sense for your strategy? That is no doubt an investor property listed on the MLS in Austin that someone will eventually find a way forward that makes sense for both buyer and seller.
