Have you attended your local reia meetings? There are usually investors and wholesalers there pitching their properties.

Also, try checking Craigslist.org, as well as your local mls- if you don't have access to the mls, find an investor-friendly realtor and have them run a search for you.

Call all of the investors/ wholesalers who have "We Buy Houses" ads/signs and see if they have properties available.

Try skiptracing them. It will cost you, but you can find out a lot of info. on the owner's whereabouts. Google "skip tracing services."

Send a letter to the property address expressing your interest in purchasing the property. Often, the letter will get forwarded to the owner.

Knock on the neighbor's doors and ask them if they know anything about the owner's whereabouts. Let them know you are interested in purchasing the property.
