Is non-primary like an un-incorporated? Do you know anything about the lottery that I've read about? I was considering Southwest Las Vegas like Durango casino area. Any thoughts on that

I live in Las Vegas and would like to invest in a short term investment rental property. I'm curious if the regulations are a problem and what areas I should look in. I'm also open to investing in other states such as Flagstaff Arizona, but thought it would be easiest to start where I live
