I would like advice on a property based on the information listed below.. do I need to move forward or let this one go

Preforeclosure: 4br/3ba, 2200 SQFT

FMV: $150k-180k

loan balance: $137k ($9519 of it is a HUD loan)

amount needed to reinstate: $15k

***owner wants to give $5k towards carpet and paint***

if this is a deal, should my exit be to sell outright or short sale

PLEASE HELP

I am new at this...  I am have a potential home that I would like to purchase due to the house being in foreclosure.  I am purchasing the home at the remaining balance of the loan and reinstate so that I can do a lease option, however the owner thinks that they may have equity in the home but isnt sure. How can I obtain this information, will the title company be able to assist me with obtaining this information?
