I'm in the process of creating my sellers list with properties that have received code violations. I called my county office and they said they don't advertise code violations on a list. What do i do now? any tips for what i should do next?

Looking for possible mentorship and relationships to build here in he Baltimore area. I’m new to wholesaling and have some bumps in the road I need to get over. Some assistance please! 

I’m new to wholesaling real estate based in Baltimore, Maryland. I’m beginning to put 2 lists together. One sellers, my target are properties that are behind on taxes. Is there a source(s) that provides this data along with contact information?. If so what where do I go? My second list is buyers, my idea is to contact investment groups that buy distressed homes. Does anyone have any other ideas?
