@Chou D. - gauging asset appreciation is more of an art than a science, especially in the current market. Sacramento is generally on an appreciation and strong growth trend but you have to look at the fundamentals and understand why that is and will it continue. And you will likely come across different experts with differing opinions and the reason is that no-one can truly forecast the future. So on the one hand, betting only on appreciation is a gamble (and that's why I mentioned that you need to determine whether you can survive a market downturn) but on the other hand, you can use market and economic trends to get a certain "feeling" of where the market will be in the future. The fact that there is great demand for the Sacramento housing is a good thing for prices, the question is where will it be in the future?

@Rich Conley are you looking for financial advice related to real estate or more of a traditional sense? Many financial advisors will consider themselves to be investor friendly, the difference may be that everyone's definition of "investor" may different.

Hi Chou, welcome to BP! There is definitely an expectation for areas such as Rocklin / Roseville appreciate over the next 10 years. The answer to your other questions really depend on what your strategy, situation and abilities are. 

There are investors who buy for appreciation and don't mind negative cashflow in the mean time because they have enough resources to handle that. Other investors will tell you to never buy a negative cashflowing home.

You really have to find out what is the best approach for you and what your goals are, as well as what the opportunity costs are. 

New construction is generally (almost) maintenance free so management is easier than older homes. But you do have to expect to be involved and active in you decide to manage yourself. Finding the right tenants is key and can be the difference between an easy or tough experience.

If you are looking for cashflow, looking a small multifamily maybe something to consider as well
