Laminate or vinyl. Tile in certain areas. Yes, the carpet is cheap but it doesn't hold up against stains and tenant abuse. You may spend just as much money cleaning it and replacing it after turnover. If they have pets carpet makes the situation even worse. They're several bigger pockets podcasts on this topic.

Sorry, you're having trouble. Seems to be a bad miscommunication on the PMs part for sure. I like the idea of negotiating with them on splitting the difference. At the end of the day, your exchanging money for value and I just don't see the value they are adding in this case.
