@Dan H. - Hey Dan, I appreciate the kind response. I started looking into SB9, lot is 1.5 acres so I can definitely lot split and according to Vista build 2 main homes + 2 ADU's. I could convert this structure into a main structure since its 1200 sftq + . The problem that I am facing now is that the unit was built with ~ 10-inch concrete blocks (No insulation) and other particular construction standards that are probably not up to code.

@Erica Ricketts - Hey Erica, thank you for the insight. I bought the property as a single family residence, no ADU's in the deed or 2nd livable structures. I will follow your advice and ask for construction/permit records and see how the 2nd structure was permitted. Ideally it was permitted as something more than a garage. I will circle with an update when I see these documents. Thanks again

Good evening good people, 

Bought a property in the vista, CA area. There is a main house with a back structure, looks like at some point it was a garage. It was converted to a two-story living space, about 2000 (sqft). Does anybody have experience on how to go about legalizing an existing structure? I want to take the legal route, but I am afraid city might force me to bring structure down or convert back to a garage. 

Appreciate any expertise or even legal contact.
