Post: City Ordinance for Rentals

The city/town I am looking to purchase single family units to rent requires landlords to comply with ordinances such as a rental license with the city that must be renewed yearly for $100, $500 rental permit fee, home inspection by the city before every new tenant, and more.  I’ve looked at other close towns and cities and they each seem to have similar ordinances. Is this common? And if so, is there a way around this? The fees adding up eats into the ROI, and the inspections and applications just seems like jumping through hoops. Any thoughts or suggestions?
