Thanks a lot Hans and Christen for the advise. The tenant finally responded and told me to junk the car. I was able to get a towing company to tow the car to the junkyard.

My old tenant left his broken car in the driveway when he vacated the house about two months back. For the first month, every time I asked him to move the car, he kept on reassuring me that he will do it the next day. Since the last month, he has stopped responding to my messages and calls.

I reached out to the city's vehicle abatement office and they told me that since the car is on my driveway, they can't do much.

What are my options? The car is unlocked but there is no key and all tires are deflated.

Thanks for any suggestions.

My tenant just received response from bank (Wells Fargo) on the refund request. The bank refused saying that that since tenant "authorized" the transaction, hence it is a legitimate transaction, it cannot refund the money . Any suggested course of action?
