This is a business you are running.  You should standardize your expectations and communicate those.  How clean was the rental supposed to be left in?  I oversee maintenance and turnovers for a number of property owners and some have specific standards.  Those standards get clearly communicated to the resident.  

We also have a deep clean done to make the place show well after any repairs or upgrades that is NOT a past tenant's responsibility.

If you don't know what level it should be cleaned at, how would the tenant?
I would have it cleaned and fix the water damage and dishwasher.
Do inspections at a minimum annually and look for problems like water leaks.

Come up with clear expectations of what YOU want cleaning-wise and communicate that clearly in both the lease and move-out paperwork so the tenant can meet your expectations.

If this guy moved out early, I would hold back the rent that was due to the end of the lease and nothing else unless you place someone sooner.

Reroof if you have 3 people whose whole expertise is in roofing suggesting it.
Doing a poor job will do more damage to the structure below, then you will be reroofing and replacing additional wood.

Your roof probably isn't leaking right now because the plywood and framing below are acting like sponges to absorb the water.

@Linda S. You can also get stove-top fire suppressants that are set off by flame.

You should be able to increase rent.  I am not certain on the details of SF's housing laws or how you own it..
I believe it would fall under the same rules a SFR falls under, which would not have it under the area's rent control law.

Depending on the number of places you own and your entity, you may be exempt from the CA 5% rent cap as well.

I would check in with the local apartment association for guidance.

Zoho seems to be great so far.  It is in an app form and on a desktop.  I can call a lead directly from the app on the phone and log it.  I can plug names into it from the computer.  Best I have tried so far, but just now diving into those things.

Ca is pretty tricky territory.  Is this in a house or an apartment building?  The new just cause eviction laws that blanketed the areas that didn't have it already may make that difficult.

I think most of us that are networking will have a flood of agents that are interested in helping with a listing or purchase.

I agree with @Aaron K.

Tell the agents that are supportive what you are looking for and work with them if they bring you a deal you want to do. I would go with the most responsive, most knowledgeable one that you think can negotiate well on things through the MLS. It sounds like you already have that person in place.

Stairs with a broken part are a liability problem.  It sounds like it is a handyman level repair and shouldn't be hard to get someone out to fix the problem.

Water causes the most property damage. I would try to address this unless the repair cost is unreasonable.  It sounds like there are a number of solutions offered that are reasonable and use dehumidifiers as Merritt recommended if the water continues.  Wood and building materials will absorb water from humid air as well.
