Yes county foreclosing on property. Owner is 2-3 years behind and doesn’t have money to pay them

Hello everyone need some help dealing with someone in a pre foreclosure. Current owner of a property is behind on taxes and losing the property at the end of June and current owner has no interest in paying the taxes and is letting the property go. I’m trying to work out a deal with owner but found out he also has a heloc on the house. Does the debt of the heloc stay with the owner after property is sold or does it stay with property? When he loses property at end of June to the county for non payment of taxes are they able to put up for auction while heloc is still unpaid? Hope I’m able to find some answers on here. Thank you
