Use your VA loan, 0% down. House hacking on a duplex / triplex is an excellent way to start. Although that 1 hour commute from Boise to the base in winter gets old, you might consider the city of Mountain Home as well.

Congrats on not being broke anymore, that is an important first step to REI (in my opinion). Your original post indicated your #1 preference being: "I wanted to see if there was somewhere in the Pacific Northwest with: 1. The sort of access to the mountains/outdoors I grew up with".  

Where did you grow up? An important question to answer so we all know how to answer with regards to our local markets.

s. I grew up in Denver with awesome access to mountains/outdoors but the city outgrew me. Now live in Boise Idaho and it has the same mountain/outdoor access (if not better) but a smaller city feel.

Civil engineer by education and W2. Looks like a fair amount of us are engineers of various specialty and likely explains a lot of the analysis paralysis we experience. Give us some number to analyze and pour over and we’ll create 8 different spreadsheets to show that given the right economy and rents and tenant leases and appliances and roof and vacancies and location analysis and and and, etc etc a deal quite possibly might work!

We do love the numbers part of REI :)

And whatever you do short term (3-5 months) don’t buy more, stabilize what you got, work more reserve time and build up cash piggy bank. Buying opportunities are coming soon, but not yet.

Final thought, nobody is shooting at you, relax, you have time to make a good plan and execute.

Your 3 schools of thought are right on the money.

Personally, as a Boise/treasure valley Idaho REI, I am saving/rebuilding cash piggy bank, waiting for prices to drop (for whatever reason, you can think of top 3 easily) so I can purchase cash flow positive small multi-family when opportunities present themselves in next 6 - 12 months. Boise market has been over priced past 1 - 3 years, in my opinion, so there's some room to drop.

John is right on the money, economy was slowing in Dec 2019, global pandemic was spark that ignited the fire. Lay offs and record unemployment will hit housing, and have a negative affect. If you have to make an offer now, offer far below asking price.

Things will slow down, wait a bit. Boise/Treasure Valley has been over priced for past year (maybe past 3 yrs).

Dude, we are in the middle of a GLOBAL PANDEMIC and our Boise confirmed case numbers are currently parabolic. Check ktvb website. Unless you are in dire straights and have to buy immediately, give it a month and see how the market reacts to RECORD UNEMPLOYMENT. Most of us landlords are concerned about our tenants not being able to make rent due to the “stay at home orders” and service/hospitality/entertainment/etc. industry lay offs. If tenants can’t make rent, land lords that don’t own properties free and clear could have a hard time making mortgage payments....especially if they’re units are not cash flow positive.

To summarize...Wait.
