We have acquired a multifamily complex in Searcy Arkansas. It consist of 44 units. My question is, the upstairs had concrete like material that has chipped and crumbled in many places. We have chosen to go glue down LVP. But cant put it upstairs because of the problems. 

We have looked into many options, repairs existing sub floor by floating it out, tearing it out and using plywood to rebuild it, or going with carpet tile upstairs instead of the LVP. All of which puts our budget through the roof. 

Has anyone ran into this problem? 

How did you handle it?

All suggestions are greatly appreciated.

Keep in mind, our budget is limited due to many other renovations being made.
