I had one of the upper fixed panes replaced in a house I sold last year. The Low-E coating had failed and began to oxidize causing a metallic "cloudy" look which the buyer's asked to be replaced. I called a local window and door company. They came out and measured then ordered a new low-e dual pane panel and l ater came out to the house and replaced it in like 15-20 minutes. The glass panes were glued into the vinyl frame. He just popped the old one out carefully then glued the new panel back into place and replaced the trim pieces. I was under the impression I would have to replace the entire window unit (double window). IIRC it was about $200.

If your only doing one window other option is pull the sash that is broke and take it to a glass and mirror shop

Anyone know where to order an IGU (insulated glass unit) replacement for a Vinyl window? 

I'm in the Chicago area, closer to downtown vs the suburbs.  Ideally, I could pick up today.

It could go either way, just depends when you want to do the work. Your father's advice has the benefit of reducing turnover, which means less work for you. If a tenant moves, then you can upgrade and set market rate on the rent. However, this is your place also, so you may have a different standard for what is acceptable. Given your statement about "lawn decor", it sounds that way. If you're willing to take on the work now or just want to get it all out of the way, then it makes sense to do them. Just know the tenant may not stay for the higher rent or you may not be able to complete work while they are there. Hope it helps.
