@Dena Schrimsher average water bill is 40-60 around here so that is extremely high. My ultimate problem is that her negligence in paying bills on time resulted in leak going undetected for a month. If property was vacant (which is what she used as a what if) i would have received bill and released issue. She notified me of the bill almost a month late. In my mind this is very clear cut. Which is why im asking for others opinions. I want to be fair.

@Jim K. She was notified of high bill late December early January with bill being due by 15th I believe. She did not look at her bill at was late that cycle.

She was notified of the first high bill late December/early January.  I believe bills are due by 15th not sure. 

It is a duplex (unit a) but its on its own meter.  Tenant responsible for utilities.  

Ok so there was a water leak about 5 feet from the meter outside of the home. The tenant notified me of the leak 27 Jan and it was fixed 3 Feb. I spoke with the water company and the leak began during the billing cycle between 20NOV - 20DEC. The bill was issued early January. Her bill at the time was 229, indicating a leak. She did not inform me until she received her second high bill from the cycle from 20DEC -20JAN, receiving the 514.92 bill end of January. I will agree to pay the first bill and for the usage from 27 Jan - 3 Feb ( when leak was fixed) but do not agree with paying for the remainder. My justification is due to the fact that her inability to pay her bills on time resulted in the leak being undetected for approximately a month! Am I right or wrong?

@Meir Greenblatt I have home warranty that covers all the systems in my duplex. I would have to disagree with the other opinions in this thread. I have had nothing but good experiences with the contractors. I live in a small town and good contractors are tough to find. They outsource to the nearest big town. Works well for me.

I recently purchased an old home in Rolla, MO thats has asbestos siding. I purchased the home for 48k and plan to do a cost effective flip on the property to make some quick money. However, refinancing and renting this home is not out of the question. The siding is in fairly good condition. In order to encapsulate and place vinyl siding overtop it would run me 11k!! This would make things very tight. My questions to you all are: 1) Should I even remove the siding. 2) If I do, are there more inexpensive options. 3) If I decide to rent the property instead of flip it should I even worry about it?
