Hey, I can answer any of your questions on this. The short answer is... As the owner, you make the rules.

However the most common in the area is:

Tenant is responsible for water and lawn, owner is responsible for tree trimming.

@Steve Wang, there's a chance that could increase rent rate... depends a bit on the neighborhood. I own a property management company in Austin and we spend a lot of time on making sure we price places properly. Want me to run the numbers on it? Message me with the address.

@Ryan Dandrea, I agree with what @Jordan Moorhead says about Killeen. I've done some work up there and wouldn't recommend it as a starter project. Limited vendor options, strangely high number of applicants with criminal history... and while these were all one-offs, we had to chase off transients that managed to break into a vacancy, had a scammer impersonating our listings... and more. Sure, that could happen anywhere, but in the hundreds of listings we do in the Austin metro, they are extremely rare.

Bastrop looks great. Buda seems to be picking up. Even Lago has some opportunities.

Every time I say "SE Austin" people say "no, North Austin". 

I am currently suffering the worst FOMO of my life because I'm too leveraged to buy something new but I feel like SE Austin is about to explode and I'm worried I'll be late to the party.

Last area within 20 min of Austin that hasn't been fully developed. In my opinion We'll see strong appreciation in Kyle/Buda for the next 5-7 years.
