Cleveland (and its surroundings) are really fruitful right now. We are currently working on projects all around Cleveland and if you choose wisely, you can be successful. The key is your boots on the ground if you're not going to physically be here at all. There are plenty of people that will simply just sell you a property which isn't what you're looking for presumably.

If you were going to take the property down to the studs and do a complete remodel, then sure, go ahead and waive the inspection because at that point you're only keeping the shell. With that said, if you're not doing a full rehab, an inspection is your friend - 9/10 times. Patience is huge in this game. Keep writing offers, keep looking for opportunity. The right one will show up. Don't force a deal just to get it done. It's gotta make sense and you need to protect your investment.

Replace the fan with one that has a stronger pull, tie it into the light switch so it's always on when the light is one and look into adding a window. The fact they are paying under market value isn't really relevant, though it's awfully nice of you. At the end of the day, doing something is going to preserve your assets. It's a no brainer in my opinion.
