No, there hasn't been any postponements.

A friend of mine is having a SS done by an agent who specialize in SS. The foreclosure sale is Jan. 5th, 2009 and the agent told him that the lender wants $800 to stop the foreclosure sale. This doesn't seem right, does anyone know if this is correct?

The agent didn't say that it was earnest money. But it make sense to put a large sum of earnest money down to be taken serious.

Has anyone had to give a down payment when submitting your offer on a REO? an agent told me banks are requesting down payments.

The perfect list of contacts would with a local realtor. Find a reator that gets listings from banks. And they will give you some valuable information that will help you determine your offer price.
