In any event, to find out about the Certificate of Occupancy, call the city in question and talk to code enforcement / building inspection department. I have a few around the mid-cities. Hurst, Richland Hills and NRH absolutely do a CO. Bedford and Arlington do not.  Not sure about Euless. But that does not mean they will permit residency in a back building if they catch it.

Ahh. I should have been more specific. Certificate of Occupancy is what I meant. I thought that based on the first response that was the only thing required to get one but in my heart, I knew it would be much more complex. 

Okay, so Hurst, NRH, and Richland Hills do a CO. Are you saying that "that does not mean they will permit residency in a back building if they catch it." applies only to Euless or to all of it?

The ultimate intention is to make it inhabitable. 

Also, do you mean that Arlington and Bedford don't need one for a backyard house or they just don't approve of that?

I am looking to do the BRRRR strategy on a Primary Residence in DFW Texas but lenders so far have told me that my short term financing will have to season for 6 months and the value will be determined by the purchase price plus repairs, not the appraised value. Also, the LTV is 75% for a refinance. How do I get around all of this? Is there any way I can get a loan based on a Subject-to completion appraisal? I read that Subject-to completion appraisals have to be written because something unforeseen prevented the completion of the project. I am just wondering if someone has experience with this and can advise me. Thanks in advance!

So, essentially, I just need to make sure the building is within the guidelines of the city ordinances, add a monitor, get an inspector to come out, and move in? So as long as I am within this requirement am I set to build?

I would like to add a living space in the backyard of a rental such as a prefab tiny home or a "She House" with basic utilities for a shower, kitchen, and electricity. 

I am looking to do this in the midcities area between Dallas and Fort Worth

Does anyone know what the legalities of this are? Looking for advice on how to solve a problem, not someone to point out that it could be a problem. Thanks in advance!
