It doesn't seem as if a 3/8 supply line will supply enough water for washing machine. It may take longer to fill but the water supply during the rinse and spin  cycles will be much less so in my opinion the machine may not function properly, and more importantly a 3/8 supply may not meet plumbing code as I have never seen a washing machine supply less then 1/2 inch. Check the plumbing code, check the manufacturers recommendations and make sure its done properly.

I would use sand or 3/4 inch stone before using dirt, you wouldn't want the dirt to compress or compact over time and leave a void under the wall

I don't feel as if the liner is a great solution to your problem. You will still need penetrations in that liner for the faucet, sink or drain. the water getting in will have to go somewhere and eventually will find its way out through the penetrations.  A liner under the tile on a shower floor is one pc that goes several inches up the walls and the only penetration is at the drain  where the liner sits into the drain so any seepage finds its way into the drain. You can also have a leak where the water supply lines connect to the faucet, your liner will do nothing to stop that water...  Water and electric don't mix well so my recommendation would be to move the panel or at the very least use a box rated for outdoor use. Be safe, spend a few dollars, do it right and have peace of mind.

Purchase price $330,00

Rehab $125,000-$150,000 (Add a level with high end kitchen and baths)

ARV $645,00

The 125K-150K is a conservative number and the 645K ARV is based on the house across the street which sold in September. It was an identical house that someone added a level and sold.

Just looking at it quickly I am having a tough time visualizing a size of room you have to work with. If you want to open the wall look at putting the fridge on the far side and add a few base cabinets in the center for storage and counter space giving you a nice work area. Also put a few pantries on that far wall for storage. I think this will help as when you are cooking you walk to fridge and the prep/work area is a step away. This gives the kitchen a lot more needed storage and it seems functional. If there is enough room, overhang the island countertop and add a few stools and pendant lights giving you a breakfast bar... Hope this help and I will try to look at it a little more later.

I use it for the same reason as Elizabeth. Great for comps on what has recently sold in the area.
