I should clarify my question. If you know the owner on record, but the house is vacant and they are not living there, how do you find them? How do you get their phone or current address?
Short of hiring a private investigator, how do you track these folks down?

For those that have hired a project manager, how have you structured the position?
What is the total salary range for this position?
Have you done salary or salary plus commission or all commission?
What kind of volume were you doing when you got to the point to hire a project manager?
What have you done about health insurance?
Any other critical issues you think need to be addressed in structuring such a position?

I would move from CT to San Diego as fast as possible, but I grew up in Florida

I have some S8 tenants in my properties.

For what it's worth, I've made a choice to keep my S8 revenue under 20% of my total revenue. At some point our government at all levels is going to have to cut back, and I don't want to be hit too hard when it happens.

Plus, one rule in business is to diversify your vendors and customer base. If all your properties are S8, you are not diversified and you are at greater risk.
