Actually Robert, Arlo is indoor and outdoor. They do however have cameras that are specifically indoor. Check amazon. There are a lot of good options out there. The ONLY drawback for the OP is the lack of internet connection. That is required to be able to be notified or view the footage. (Footage, I think I'm dating myself there). Changing the rechargeable batteries can be a bit of a draw back if you put them into spots that are difficult to get to.

I would think that the easier it is for them to put in the repair request (a text in this instance) the more likely you are going to run into the frivolous issues. You certainly don't want them to ignore issues but at the same time, if it takes them a few minutes to fill out a form to request a fix they will not be as likely to come up with the spook in the attic routine.

Arlo makes a really good security camera setup. Not terribly expensive but would need the internet connection. You can setup activity zones for motion detection. They also two way communications. Battery operated so they are completely wireless.

You will no doubt need to get to the pipes themselves to wrap the heat tape around them. I would recommend heat tape as well as foam insulator but either way you have to expose them to get the tape around them.
