There is a home going to auction in my area. It has tax liens, a contractors lien , and also a former tenant has placed a lien on the property. If this house is sold at auction, who has to pay off these liens. And if its not sold and goes back to the bank, are all of the claims negated?

Hope Im on the right page. A person has ask me though he is in foreclosure can he still legally lease out his home? And would the tenant after finding out ,after the lease signing that the home was in forclosure, have any obligation to him to continue making monthly payments. My response to him was that this sounds fraudulent from the start.
Does the tenant then have any recourse against the owner?
