Post: Union City Stormwater Retention Requirement

We are in the process of getting a building permit to renovate a commercial property in Union City, NJ. The sewer agency (North Hudson Sewerage Authority) is requiring us to install a Stormwater Retention System.  The city needs this before issuing the permit.  The system is quite expensive. We got quotes around 30k to 40k.  We applied for an exemption because there's no space to put any system. It's a small building with 100% lot coverage.  But they denied our request.  

It seems like a relatively new requirement.  I've never heard of this before.  Has anyone else come across this situation?

@Kevin Sobilo Thanks for the advice.  I actually filed a civil case five months ago, in June 2022. But that is not moving either. And yes, I also did raise the rent back in February to what the town legally allows, although I didn't think about raising the late fee.  

I don't think I can collect anything from them.  I'd be happy to just get them out.

My tenant hasn't paid rent in over a year - since September 2021.  I filed for eviction but it's been a year, but I still don't have a court date.  Does anyone have any idea how long the eviction backlog is in Essex County New Jersey?  I've been very patient, but It's been very frustrating dealing with tenants who take advantage of the system.  I've offered cash-for-keys, but they refused.  I don't know what else to do.

I'm in the process of getting a loan on my condo.  The bank requires to be added to the master insurance as mortgagee and loss payee.  However, the insurance company refused, saying they do not insure individual unit owners, only the association. And will not be able to add an individual owner's mortgage holder to the policy.

I have other condo loans before, and I never had this problem.  Who is right in this case?  Is there any law on this?
