Yes, you have my question right, thank you. I'm not clear as to the temperature or pressure myself, but the water at say, 2AM is very hot, but only lasts, say 5 minutes or so, and during normal waking hours it's lukewarm at best, so your point on bacterial growth may have some bearing here. 

What prompts the question is that the property management tends to lower end rentals, and seems to be taking renters for granted as a result. I know that not all property owners and managers fit this description, or I wouldn't be asking here. What sort of appeal would work with a reasonable owner/ manager, and what to do if that action isn't effective? 

As a renter myself, I'm interested in how to best persuade, or even "persuade", a property owner to make necessary changes to a property, such as more hot water in an apartment building. Note that what's on offer is substantially below anything that I have experienced anywhere else, and I've been around.
